Board meeting and seminar in Luxembourg (September 17 and 18 2026)

On 17 September 2026, the Association’s Board of Directors met at the Court of Justice of the European Union (CJEU), hosted by the Administrative Court of Luxembourg.

The Board meeting was followed, on 18 September, by a seminar on the theme ‘The rule of law: concept and prospects’. Around forty supreme courts, members of the Association, took part in this event.

Following speeches by the President of the Administrative Court of Luxembourg, Mr Francis Delaporte, and the President of the Association, Mr Dimitry Berberoff (a member of the Spanish Supreme Court), the discussions were opened by Mr Koen Lenaerts (President of the CJEU) and then by Mr Nicolas Duca (referendary at the Administrative Court of Luxembourg), who presented a summary of the responses provided by the member courts to the preparatory questionnaire that had been sent to them.

This was followed by two discussion sessions. The first, chaired by Mr Jacek Chlebny (President of the Supreme Administrative Court of Poland) and introduced by a report from Mr Victor Dassi Adossou (President of the Supreme Court of Benin), focused on the definition of the rule of law and the specific role of the administrative judge in relation to it.

The second session was chaired by Ms Suzanne Côté (Justice of the Supreme Court of Canada), and the discussions were guided by the report presented by Mr M. Ómar Joaquín Barreto Suárez (Judge of the Council of State of Colombia). The discussions focused on the current challenges to the rule of law and the means and tools available to administrative courts to ensure its vitality.
